(for example fhir.) to create a family; favourites live
inside each family except L10n.
Families are dotted key prefixes such as
L10n.

Unprefixed keys (comment, design note, ui) stay in their own family.
Language bags cannot be added here — they follow the model's supported languages.
Logic/UI keys (a.*) are maintained in the original language; use
Copy original to… when an export will use another bag as primary.
